Question Speedometer Problem - Please Help

I recently purchased a 1996 Mustang (V6) and noticed a few problems. The highest priority problem that I'd like to address would be the speedometer. After the car has been off for a while, the speedometer reads 15mph. Once I start the car, it jumps to 22mph, before I've accelerated at all. After it's been running for a bit and I turn it off, it slowly decreases back to 15, almost like it's slowly losing pressure, which is weird since it's electrical.

While driving, however, it seems to scale with my speed fine. I figured "Hey, I can just subtract 22 from the reading at any given time to check my speed." Realizing that it would only be a hassle, I've become determined to fix it myself.

My question to you is:
Will it be as simple as resetting the speedometer, as tough as opening the dash and replacing the part, or will I need to take it in to get it fixed professionally?

I don't know if it would be as easy as just swapping out the instrument cluster but if thats all you had to do its not bad at all. And they sell them at latemodelrestoration. When my instrument cluster went out it started doing that to because the speedo needle was in the wrong place and it would slowly drop down to the pin the same way your describing.
