It would say it on the screen. If you put your car back to its stock tune before you sold it then it should be unlocked.

Well that makes your tuner much less desirable as it will need to be unlocked which I believe costs $150

^very true, since you did not return your car back to stock it is still "locked" to that car. These tuners are worth around $200 only if they are unlocked. It costs $150 from the company to unlock it.
