RE: Headers or X Pipe
get the x pipe (or h pipe since they're cheaper)
you'll hear/feel a bigger difference than getting headers with the stock cats
if you're worried about being legal, in CA your car needs to have over 50K miles before you can legally change the cats (unless they're defective, in which case I don't see how they'd know). i guess that would only apply if you took it to a shop though.

RE: Headers or X Pipe
The Magnaflow catted X-pipe will be cheaper, I got mine for $365 shipped. The headers are a nice mod but do other mods before you do the headers. Beside, expensive to install and you don't need them right now anyway. The catted X, you could do yourself.
Shortie headers will give you about 5-6 HP over stock. Magnaflow Catted X will give you about 8hp over your factory double cats and are a simple bolt on.

RE: Headers or X Pipe
I helped install longtubes in a '92 5.0 my freshman year, those were a pain due to the insanely tight fit of them(floor jack and wood comes in handy to sa the least). I arrived late to the install of midlengths on the same dude's '00 4.6 (he sold the 5.0) last year, but going form the pictures, it's not too bad if you can get it even say, a foot off the ground.
As for welding, I honeslty can't remember.
