Nope. It depends on race weight and suspension. I have a friend who has a stock cam/internal car that runs low 11's/high 10's. Yes he has every bolt known and a lot of weight reduction, but the point is the car makes very little power for what it runs.

By the same token, I've seen cammed LS1 cars run mid 12s with only minimal bolt-ons (maybe just intake and exhaust) and full weight.
The low 10 second 383 stroker car I mentioned earlier went 11.76 with no engine work at all, just external bolt ons and some weight loss (but not much). Still had 3.23 gears, full interior, AC, etc.

In your experience, will your average cam only LS1 car be faster than a bolt on LS1 car? I'm talking the rule, not the exception. I'm sure you could find a S197 GT that is bolted on and completely gutted that will run faster than your average blown S197 GT. But that's an exception more than the rule.
But I defer to you. You've forgotten more about cars than I know (that's a complement, in case you read that wrong). I always thought in the LSx world that a "cam only" car was a set up from a bolt on car. I guess I was wrong.

Generally speaking, an owner will put some decent external bolt-ons on a car before opening up the engine and swapping the cam, heads, etc. Usually, but not always. So generally speaking a car with a cam swap should be a bit faster.
