I know you'll get this in your other thread too, but if you can't answer that, you are over your head trying to squeeze a 351 into that body.
And for what it's worth, do the C6 now.
May I ask why on Earth you'd waste money dumping such a crap motor into a newer Mustang? (Assuming you're not using a fully built 351C) There are about a dozen better options for power rather than using that outdated boat anchor. All would be easier and cheaper for you.

Windsor has a better aftermarket but the cleveland is the stronger of the two if im not mistaken.
If I was in your position I would just bore and stroke a 5.0, get a 95 5.0 k member or tubular k member and drop it in. bell housing pattern is the same so you can use your trans.
But that is only b/c I dont have to worry about emissions or even visual inspections. what is Washington like on that?

Nothing wrong with the Cleveland, its a great motor if you build it even half assed.
There are lots of different aluminum head choices now for the Cleveland and tons of other perf parts. The artermarket has been doing well for them.
Now as for the swap, I dont think its a very good idea. There are a lot better options out there for cheaper power and fed-legal ways to drop a V8 in.
Save that Cleveland for a Classic and be more modern with the 96'.
Hell if your Cleveland & C6 are anything special you can sell them and buy an entire Cobra parts car for a swap.
