primary reason is to cool off the engine bay, secondary the intake. I've seen custom ones that have tubing that runs from the windshield directly into the intake for a Ram Air effect.

It's supposed to draw air in backwards from the windshield, however I have always noticed that the fan often blows air OUT of the engine area blowing dust and leaves etc at the windshield. Traveling at substantial speeds would probably make it difficult for the air flowing over the car to turn around and get sucked into the engine bay.
I could be wrong of course, but I wouldn't personally get one unless I was only going for looks. A lot more air comes in through the front grille. Cooling is a different matter....it probably does help with that.

Well on our cars it mainly keeps the under hood temps down(by letting outheat)and gives clearance for upgrades.
But back in the carburetor days you would have velocity stacks or a sealed filter housing to take advantage
of the cool air.
