If what you are talking about is under the 5" rubber gromets, that is the fuel tank. Just had my rear seat out putting in a HD upper control arm bracket. Didn't see anything other than what I mentioned.

Underneath one of the grommets is the fuel pump unit....
makes it easy if you ever need to replace one instead of having to drop the tank .
