Really looks like a minor repair. Get an estimate at the dealer, depends on if the chin is broken or just popped out. Don't total it out yet, it just feels that way. I cringe every time a bug hits my windshield, I'd go postal if something really happend to my stang.

There is no such piece on the GT. I can see a plastic push pin in the center in your picture; This black trim piece is only on the V6. I don't have a V6 but it is possible that this piece serves no purpose. If it cannot be reattached easily w/o buying a new one, I'd consider not having it. What purpose does it serve? I'll take a look at a V6 in the next day or two.
Pull out the plastic push-pin, and if it fits into the hole of the rubber trim, just put it back on.
If it tore a larger hole in the rubber trim and the plastic push-pin falls through, you can get a large washer to put between it and the plastic push-pin, so that the washer covers the hole and the rubber trim won't fall back over the plastic push-pin.

The rubber piece is held on the bottom of the bumpber by 9 push-pins. I think it is mainly there to keep anything from scraping against the bottom of the bumper and chipping the paint. You can take the piece off by prying the push-pins from the rubber piece and the bumper with a straight screw driver a little bit, then use a needle nose plier to pull it out the rest. Then superglue the torn pieces together. Then reinstall it.
