My mom recently got her residency and she wants to get a new Mustang but she still works in Mexico, how hard would it be to get approved. She is working in Mexico while we get settled in the US. We live in the in the border.

You might call a Ford dealership and talk to them about it. My guess is they will not finance a car for her unless she has a job in the US, and even then she'd need a cosigner since she won't have been here for very long. It's easy to get financing if you have an established credit history here and difficult to get it if you don't. Usually a person is considered high risk if they have a short history and the interest rates are insane.

My guess would be impossible. Are you saying she lives in Mexico? I'm not sure what you mean by in the in the border.
