Steering wheel rattle

I'm just trying to get a consensus out there to see if there are anyone facing the same problem I have. Currently, my steering wheel has a little rattle noise to it when i turn the wheel. It sounds like a piece of plastic moving around inside of it. I have taken it into the dealership twice ... and they finally said that it's a common problem with the mustangs and now the ford 500 series. The dealership said that there is a piece inside the airbag that is required to be there for proper deployment. I sort of say yes it might be, but i think it is a design flaw. I did not have a problem at all until i hit 12,300 miles. And the major question i want answered is what the hell is inside the airbag that it needs to be able to move around inside of it for proper deployment. Seriously airbags have been standard since 95 or 96 and all of a sudden there needs to be a piece that rattles around. I call bull crap ... and i say that it's a bad design. I love my car so i'm going to deal with it ... but, I'm tired of taking my car in and getting replies that there is nothing that i can do ... just like the gas tank problem i had ... and they "fixed" it ... basically now i have to watch it so that spills don't constantly occur ... which is better than the opposite, which was i couldn't fill it at all unless i turned the pump upside down . Anyways ... i'm just wondering if there is anyone else out there that's having the same issue. Oh and i did try to find out more info on the airbags ... my dad is a parts director for a major car dealership corporation across the US and I wanted to look at some airbags that he had on hand, but that plan was shot after i found out they package them in a "toxic" box, because they have the capability to explode if you don't disable it.
