Based on your description of the problem I'd say a mode door actuator is not functioning properly.

Open the hood with the car running and the A/C on. If you look at the pulley on the compressor, you will see the inner part start and stop spinning when it makes that sound. The outside temp. determines the period of time between cycles.

i have the click, but so far, i've only heard it when turning
the a/c on or off

It will depend on the temperature outside and also how high the fan speed is on the inside.

If it is hot and you have the fan on high, the A/C compressor will pretty much stay on all the time.

When the car cools off and you turn the fan down and/or it is cool outside, then the compressor will cycle on and off at different rates to maintain the evaporator core temperature to optimum.

It is controlled by either a low pressure switch and/or a temperature probe in the evaporator.

The main fuse box for our car is under the hood on the passenger's side. I'll bet the A/C relay is in there. That may be what you are hearing, either that or the actual clutch engaging as well.
