Default brakes

I just left work this morning, and its -8celcuis outside and I had my e-brake on when i parked the car when I first got there, 12 hour shift. Anyways, when I went to leave this morning, I put the e-brake down and went to drive and the passenger side rear brake was sticking, I drove the car anyways and finally it let go, I think? There are marks all over my rotor now, and the drivers rear brake was extremly hot when I got home. Now, my e-brake is really loose for the first couple notches and gets better after, but doesn't really prevent the car from rolling. What should I do?
