The fronts should make more brake dust than the backs, the fronts are used way more. TCS kicks onwhen you spin the tires, but TCS work by braking to slow the wheels down to grip or by giving less fuel, so it could do either. But unless your spinning your tires all the time or ebraking the crap our of your car, then it's not normal to have alot of dust on the rears.
Changing the pads depends on the way the driver drives their car. one might have to change at 60K miles and another one at 40K miles. whenever i have my front wheels off, i'll check them but i don't ride my brakes or hit them hard all the time.

Definitely more on the front than the rear...after all with more weight up front...it's the front brakes which take the brunt of the stop and therefore give off more brake dust...I would make sure your emergency brake isn't sticking a little...that could be the cause for the additional brake dust...

How do you not turn the TCS off the second you start your car is my question, it's bad enough that the car is drive by wire don't need the computer "TCS" cutting the power to the wheels.
As far as the Dust question goes the front gets alittle more then the back but as much as I wipe them down and polish it's hard to say for sure.
