Default off road x pipe or high flow catted h pipe

Which one will be a better application for L/T headers?

Since your'e in California like me - neither one

either way your busted if you get caught with lt's, so you may as well go with an o'r pipe and enjoy the full benefits.

cats will give it a flatter sound, but in any case there is no sense in spending the extra money on them when the headers are illegal to begin with.
