You should gain some decent HP with that 10-15 maybe. You will also get a much, much louder setup. If are looking to sound then exhaust is the way to go, if you are looking for more performance or gas milage then go with CAI and tune for sure. UDPs are also a good way to increase HP.

Any idea on HP gains expected or MPG increse. I know they say it will give a increse in MPG, anything is good since i went from 35mpg to 15mpg

You will get maybe 3-5 HP from Axle Backs, Expect Zero MPG increase. Also if you went from 35MPG to 15MPG you have a serious issue somehwere. Something is not working properly. You could have faulty O2 Sensors. Or you are hammering the throttle constantly.

Thing with custom programs u seem to have to get it redone every time u change something. How much does that stuff cost anyways once u own the programer?

Most tuners will send new tunes for free if you change something.

well, almost every performance mod, will require a new tune. so it should be your first mod. but you get like 5 free tunes after u buy it. well at least from brenspeed.com

usually brenspeed will update you with a tune if you buy the part from them, and if you buy from someone else, might charge you. Your best bet is to get the CAI and tuner, then when you get someother parts, slap them on and get a dyno tune.
