Is it illegal to...
I took off the dash tag on a car once ( custom dash on a semi-race car) and had to go the the highway patrol garage to have a new VIN assigned. It was a MAJOR hassle. This was in Oklahoma.
Illegal to remove the sticker..doubt it. BUT considering those are ireplaceable meaning once it's gone, it's gone, it could prove to be difficult to prove to someone the car has never been wrecked. If you get in a bad enough accident they cannot simply replace the sticker if it gets hosed. It's gone.

This is a good answer.
I think the big legal problems are associated with the dash plate. Frankly I am not sure if it is "illegal" to remove it, but it might be illegal to drive a car on public roads, pass inspection, and perhaps register the car without it, and without it installed with the proper factory rivets. It's been 25 years since I was familiar with the ins and outs of the "tagging" trade, though.....and I might be rusty on the details.
Of course the question remains as to why you want to remove it....and the assumption is that you would only want to remove or obliterate a VIN on a stolen car so that you can then install VIN tags from an "unstolen" (salvaged) car.......but I think that technology might have destroyed that dirty little business....
