Default getting lowered and tinted

I am getting a refund check comming back for 7k and Im looking on getting my car lowered and tinted and I have a few questions. I know its not going to cost 7k. I mentioned that because I will have a little money to spend on whatever.

1. I'm at stock height right now and I was curious how low I should go
2. How much am I looking on spending for the work to be done not by myself.
3. For the tint. I want it professionally done on all windows except the windshield, what percent (I live in NC) and how much am I looking at.

thanks in advance

get h and r springs install your self for 200 and get tint anywhere for 200 all round - windshield. 6600 left over for a roush s/c.
Theres nothing like blowing doors off a car that has the ***** to TRY to pass you, just yeaterday some guy in a bmw was on my ***, and i mean on my *** no one in the other lanes. (i was going the speed limit) and he floors it to get past me, as soon as i saw him by my passanger side i slammed on it and that sob was a mile behind me. bet he will think twice before doing that again.
