Default torque specs for pulleys?

I need to know the torque specs for the pulleys, more specifically the pulley to the left of what I think is the power steerying pulley. That pulley wobbles and tightening the bolt doesn't seem to help. Can someone point me in the right direction?

It's the pulley just above the oil filter in that picture. Is that the water pump pulley?

I just tried to run the car on jack stands with the drive belt removed and it didn't seem to want to go? It's like the clutch would disengage and the revs dropped back down. Am I missing something obvious? I thought you could run the car without the drive belt for a short time.

Who's jrm? and why does my clutch not want to stay engaged with the engine running and drive belt removed? I set my torque wrench to 50 ft lbs and gave that bolt a turn, didn't get it to click and it didn't seem to tighten the pulley any.

I'm trying to narrow down a vibration for those that don't know.

i wonder if it's the current draw on your battery....
without the alt running, the juice is sourced via the
bat of course....

i would hook up a battery charger then repeat the test, unless
someone else has an idea as to why it won't run (temporarily
as desired).

Well it does run, never died, but right after the wheels start turning and the clutch is fully released the rpms start to drop no matter what I did. Seemed like it was controlling itself. I don't own a battery charger. I could jumper cable it to my wifes car and leave it running.

I was trying to find for sure the torque spec for that pulley, but couldnt find it, if I am not wrong its 25 to 35 ft/lb, got to be carfull with those aluminum blocks.
I have a Craftsman torque wrench and most of the times it doesnt click just gives about 1/4 turn without actually tightening the bolt to let you know you reached the desired torque.
