For the cost of 4.10s and installation, I would prefer a pair of spare rims and M/T ET Streets. Brenspeed sells a good package.

Most shops will do FRPP gears for ~500, some as low as 400, some as much as 600 installed including parts.
No one in the general public is gonna get a set of ET Streets for much less than that, if at all. A set of cheap used racing wheels is going to cost another 200-300, and double that for skinnies and tire up front.
...now you can go down the quarter mile, and maybe drive it to the track if you don't get a ticket for it on the way there...plus you have no 4.10s.

If you only had enough to do one of these mods.. what would you do? and why?

It truly depends on why you are asking. If you don't intend to hit the track often, then gears would be a better choice. If I had a GT with 3.55's like you, I would go with DR's. Having a pair of meaty DR's out back is more than a performance booster, it makes the car look better (well, when the rims match the front). I've beaten S197 GT's at the track with my N/A 4.0L V6 because all they could do was sit & spin.
