charge motion control valve
its a set of butterfly valves one on each cylinder
they restrict air flow for fuel economy
they open fully at 2500 rpm but even then they make air flow less than it could be

so the deletes remove them and help air flow
also with the deletes you can remove the motor that opens the valves and save a little weight
Ford Dude is correct, but also consider that restricting the intake passage at low speeds increases air velocity and builds mid range power through better cylinder filling.
This has been achieved many ways:
Multi valve heads
Variable cam timing
2 valve operation switching to 4 valve @ high rpm (Honda)
Variable intake tract length (BMW)
Twin intakes where the 2nd set remains closed until high rpm (Ford SHO V6, Yamaha engine)

So, it`s quite possible that peak HP would increase by removing these butterflys, it`s also possible that torque would decrease in the low/mid range. I guess we`ll never know unless someone dyno`s a car before/after, preferably with no other mods.

Just a theory, not trying to rain on anybodies parade.
Ford put them there for some reason...... no rain here....

the original plates are designed as a manifold vacuum attenuation system. under low rpm's, they create a narrower intake runner; increasing air velocity and thus maintaining sufficient manifold vacuum. they open at 3000 RPM to "clear the way" for the increased airflow demands of the higher rpms. the effect is, they help generate low end torque and then "get out of the way" at higher rpm's. the problem is, they don't "get out of the way" well enough, and thus can restrict airflow. therefore, removing them and substituting plates with larger openings is good for some hp gains up top but torque loss down low. hope this helps.

Doug did a dyno, 9 RWHP and little to no loss of torq to speak of except for maybe 1500-1700 and below....no exactly where we operate the car from anyway.....and he doesnt sell them so he isnt try to bump the numbers either

I talke to him as well 2 days ago about this. He said its not a bad deal for approx. 10 hp but you will def. need a tune.

huh...

Yes a tune it need for a couple things....the motor has to be shut off since you have either removed it completely or since the rods have been removed. This way you do not get a CEL once installed.

Some here are asking stupid questions or making stupid remarks....If ford put them there for a reason then why port and polish your heads? why bolt on long tube headers? Why are MY CMCV plates made by Ford Racing Performance Parts?
