quick tsb question please help!!!
Ok my ebrake is stuck and I did a search on here and I see there is a tsb out on it. My question is does my car have to be under warranty for the tsb? I just turned 36,300miles and it is an 05. Thanks guys!
TSB= technical service bulletin, is not covered on out of warrantied vehicles, this is only a bulletin for techs
recalls= are covered on vehicles even out of warranty.

That’s what I always thought as well. My understanding is that a TSB is covered even if the car is no longer under warranty. The difference between a TSB and a recall is that for something to be fixed under a TSB, you have to actually be experiencing the problem.
On a recall, on the other hand, Ford (or whomever) just has to know that it is something that could and potentially pose a serious (mostly safety related) problem. These are fixed whether your car is currently experiencing the issue or not.

I've work for a Ford dealer in South Florida since 1983, TSB's are technical service bulletins,
these bulletins are mainly for ford techs that show service fixes and are not covered under warranty on vehicles that are out of warranty.
this is a quote out of the Ford policy and procedure manual
NOTE: The information in Technical Service Bulletins is intended for use by trained, professional technicians with the knowledge, tools, and equipment to do the job properly and safely. It informs these technicians of conditions that may occur on some vehicles, or provides information that could assist in proper vehicle service. The procedures should not be performed by "do-it-yourselfers". Do not assume that a condition described affects your car or truck. Contact a Ford, Lincoln, or Mercury dealership to determine whether the Bulletin applies to your vehicle. Warranty Policy and Extended Service Plan documentation determine Warranty and/or Extended Service Plan coverage unless stated otherwise in the TSB article. The information in this Technical Service Bulletin (TSB) was current at the time of printing. Ford Motor Company reserves the right to supercede this information with updates. The most recent information is available through Ford Motor Company's on-line technical resources

that kinda stinks!
I assume the problem is with the snow or water freezing in the emergency brake line?
So I could have that issue and never know it until I drive up to going skiiing, spend the night and then the next morning come out to a frozen emergency brake? Maybe I need to do that before 36,000 miles... Or should I just travel with a hair drier in the trunk?

I disagree. A TSB should be applicable regardless of warranty status since the TSB is for a design/manufacturer relateddeficiency. I know that Toyota will honor TSB's regardless of vehicle mileage. I'd argue the issue with your dealership.

A recall is done on something that is life threatening and would be covered regardless of warranty. I.E. The recall on thousands of Fords a couple of years ago on models that were up to 10 years old due to bad ignition modules or distributors that may cause a car to stall while being driven. That was a recall.
The e-brake was a TSB, my throttle cable issue and seatbelt issues were recalls.

Some 2005-2006 Mustangs built prior to 10/1/2005 may exhibit park brake cables that freeze in cold weather due to water intrusion, and subsequently not release. Under some conditions this could lead to dragging rear brakes. The rear sealing boot on the cable (located at the rear caliper attachment) could deteriorate prematurely which may permit water intrusion. In freezing temperatures this could bind the cable inside the casing, and not allow tension to be released from the caliper
ACTION:[/u]
Inspect the park brake cable and system components. If the rubber sealing boots show signs of deterioration, replace both rear park brake cables
WARRANTY STATUS:
Eligible Under Provisions Of New Vehicle Limited Warranty Coverage.
