Yes... do rear brakes engage the same amount of pressue during braking as the fronts?

During braking weight is transfered from the rear to the front (more downforce on front wheels than rear). Therefore, if the same amount of clamping force was applied front and rear, the rear wheels would lock. Thats why you have bias towards the front. Perfect brake bias would mean the front and rears would lockup at the same time. In pratice this is impossible for one bias setting to handle all situations. Therefore manufacturers will set the bias even greater than optimal towards the front, so that the fronts intentionally lock first in all situations.
