Is the pig of the spring(cut end) in the notch of the spring cup and the lower rubber bushings? Not having the pigs in the notches will offset the spring heights and make it sit uneven.

Mine does not have notches for the pigs?
Nore does mine have these rubber bushings you seem to mention?

Fill your saddle bags up fully with gas and then check see.

The gas tank has two separate sides and one could be filled more then the other....I think.

it is the frpp kit i talked to a friend and he said lift the car again and give the spring a quarter turn and i will have to do this a couple time till its right noone was in the car but the rubber bushing on that side was a little warped from the stock spring so that may be it I will lift the car again a try getting the rubber bushing to sit better or replace it I will also fill it full of fuel thanks everyone
