It usually happens when trying to launch at too low of an RPM. THe car kind of stumbles, or another term "falls on its face", then "kicks" in and goes.

i'm not exactly sure what this sentence means, so your reason for asking is kinda unclear, but anyway the above explanation is a good one. basically, it's just when you shift into a higher gear at too low an rpm range, viz. going from 2nd to 4th at 1100rpms, or trying to launch in 3rd gear.
you experience with automatics. It's also commonly called lugging. If you are driving a manny and going 30mph in 4th gear and punch the gas, the car will "bog down". It won't jump and go. You must downshift. With autos, your cars like to go into the highest gear at as low of speed as possible so you too aren't in the power curve and your engines lug or are bogged down until you punch it, the computer figures out what you want and then downshifts the tranny.
On boats, you'll get this if you swing a prop with too mutch pitch or diameter
