Colud be your refueling procedure.
The gas guage has 4 modes of operation each
with its own set of rules as to what to display on the guage.

Key On refueling
Key Off refueling
AntiSlosh mode
And one other I cant remember just now.

Its in the Ford Workshop manual.
It takes up to 50 minutes to
exit Key On refueling mode to display
the correct amount of gas after refueling.
you maybe want to post how to do each of those? thanks.

My 07 has done this to me 2 times.

Both times I cycled the key between OFF and ON (without starting the car) 3 times - gauge then acted normal.

You dont DO them.
The fuel guage reacts to how you refuel.
Key on refueling is just that, key on refueling.
Same with key off refueling.

Anti-slosh mode is encountered with yet another
set of circumstances.

Key off refueling is the norm and the guage should
show the proper amount of fuel once the fueling
process is done and the key is turned on again.

Key on refueling makes the system not show the
correct amount of fuel for anywhere from 5 to 50 mins.
This actionis negated if the parking brake is set while
refueling key on.

Anti-slosh mode is to keep the guage from fluctuating
during driving. The car must be in motion for anti-slosh
mode.

There is yet another mode but it escapes me right now.

. . .but not the stang.
Not sure on that, so I'll ask the question. What happens if you manage to flood the evap canister with liquid fuel?

Well, I have a similar problem. I keep filling up and up and up. When I first got the car, and the dealer gave me my complimentary tank, it said 312Miles to empty. These days, I am luck to get 266. The most I have ever filled up from near empy, like a few miles to empty, is 13.3 gallons. Shouldn't it be more like 15-16 gallons?
