why is it not allowed in CA, i see the emissions thing, but cant that be fixed?
Nope - another screwy Californialaw- any car that came from the factory without meeting California emissions standards cannot be modified to meet the standards - no matter what.

I'm concerned now. My 05 stang says it CAN be registered in CA. Does that mean I have less HP than I should due to stricter regulations?

Nah, all Mustangs sold in CA are fitted with the CA emissions system but have same HP and torque. Doesn't apply just to Mustangs, but many other cars also have a special option for CA emissions regs.
