Why would you need an electronic shut off switch on the outside of the bumper, for moving the battery to the trunk? I mean you don't have one when its in the engine bay, just wondering?

The NHRA rule is not just formoving the battery to the trunk...it's for moving the battery anywhere other than the vehicle's stock mounted position. The idea is that inthe event that the car crashes (one example) and the driver becomes incapacitated or unable to turn the engine off, someoneelse can from the exterior of the vehicle turn off all electrical functions to the vehicle.
