EDIT: My response is assuming you're asking about suspension stiffness, and not necessarily adjustability. Read other people's responses regarding if you shouldupgrade it for adjustability. My response is talking about suspension stiffness and capability.
Replace it. I felt a big difference with a new panhard and panhard brace. Take yours off and youll be shocked how flexible and heavy it is.
Heres the thing... The panhard bar is trying to do what the old Cobra's IRS system did. Of course, it doesn't compare to an IRS system, but its a good try. Also, compare a panhard bar to a Watt's link... Again, its trying to accomplish the same goal, but obviously a little weak bar is not going to accomplish it what a big 40lb contraption that bolts to the axle is going to be able to do.
See pictures below... First is the Cobra's IRS, second is a Watt's link, and 3rd is a panhard bar. Without getting into technicalities of how everything works, you can tell how intricate the good designs were and how "last minute" the panhard is.

Add to it that the bar is flexible and junk and you'll understand.
Definately replace it, you'll feel it.

I think the answer depends on your car and your goals. Like everyone said, sometimes when lowering the car you will need an adjustable PHB to re-center the rear diff. But that is not the only reason. Go read up on older posts in the 4.6L handling section, specifically those from "F1Fan". He is a suspension guru and highly advocates an upgraded PHB for handling/car control purposes.
