Hmmmm, a tough one.
I think you have to think of the long game with performance mods. Think of what you plan to end up with.If you know you'll ultimately end up with radical performance mods then I'd say leave the motor alone until you go full hog at it.
I sold my original FRPP CAI & tune at a show'n'shine for $50because i didn't need it anymoreLOL
That said, a CAI and tune do provide immediate returns in terms of performance and noise
My own first task was to get the car to go round corners nicely, so I vote suspension.

CAI/Tune. My personal recomendation is C&L with a 88mm maf tube and a VMP 93 octane. VMP also sells the C&L with the 88mm maf tube. It's like a whole new car when you get it. However power is addicting and you'll want more. After that get UDPs and CMCVs !!

CAI/tune first and foremost. Then depends on your preference. If you want a great appearance upgrade = dual exhaust. If you want a great performance upgrade = gears+t-lok. If you want more cornering/handling = sways, springs, struts, shocks. All 3 cost around the same.
