Yes, mine are painted. No you cannot spray on top of clearcoat without prepping it first. Yes they have to sand. I'm quite familiar with what has to happen but if you'd like to learn more, you can dig through the few hundred shots I took of my car during the transformation.

Fortunately there is a shop within a half-hour of my house that has had winning cars at SEMA for three years running. They did all the work for me, and no, it wasn't cheap. At 16, you'd better have either rich parents, or a deceased relative that left you some loot. I spent ~$7k for everything I had done.
