retaining clips are on the lugs and there is one per wheel and it keeps the rotor on from the factory, factory wheels have a recessed area on them so they dont effect them, but aftermarket wheels usually dont so they get in the way

What retaining clips are you talking about? The weight balalncers on the wheel themselves? It could just be that they did a ****ty job balancing them.

well good news, I believe I have cured the steering wheel shake. i'm not 100% sure as I haven't had a chance to get up to freeway speed with all this traffic near my house at the moment, but I will know for sure later tonight. remove those retaining clips
