without having forced induction, i don't think there is any way you could get a v6 mustang to beat a gt (unless it is a much older gt)

I reworded your quote cuz I could have read it two ways -
You could get a tune and run a 75 or 100 shot of nitrous. Mid-13's are very do-able with that amount on the 4.0L. If you stay strictly naturally aspirated, then the quickest N/A 4.0L has run a 13.8xx. I personally ran a best of 14.312 with my N/A 4.0L/5spd coupe, which was enough to beat more than one GT (all years) at the track (especially in the 8th mile). Sure, S197 GT's run better times than a 14.3xx, but not every driver can.
Throw enough money at a 4.0L, and you can make it fast (with or without FI). There are plenty of bolt-ons, and also a few choices for heads/cams, although their performance benefit has yet to be defined.
