Default Anti lock help

Hey everyone , I have a 2007 mustang convertible with a 4.0 . Over the weekend I had a chance to try out the anti lock brakes on the snow and found out that they do not work, after reading the owners manual I realized the ABS light on the dash does not come on indicating that they may have been disabled, we just got this car and it was actually a rental car from Hawaii which makes be think they were turned off for liability reasons by the rental agency. Question is how do you enable the ABS or do I have to have the dealer do it. thanks for your help .

It might not even have it thats a good point, havent yet took the time to open the hood to look at to see if it was even there. I assumed all cars had it by now, I spent 20 years test crashing automobiles for the Govt. and just assumed the obvious. thanks guys.
