Default how to tell when filter is bad?

How can you tell when your cai filter is bad. If I hold mine up to a light I can see tiny little holes in the filter all over the place. The filter is probably only 20000km's old. I was going to clean it and re-oil it. It is the c&l filter. Thanks.

It should just look dirty. I clean mine every three months. Make sure you don't spray too much oil on it.
