Default Headlight halos not working!

Ok guys I have halo headlights and the headlights were fogged up so bad it seemed like it was raining inside. I drilled a small hole and the fogging went away, but my halos were never able to turn back on . I checked all of the exterior wiring to make sure, but it seems like the short could be coming from inside. Any clue as to how I can fix it or get it fixed somewhere (im in Houston).

I checked the grounding and made sure it was touching bare metal, which it was. I have a power wire that connects the halos from both headlights and my fog lights, and the other headlight and foglights work; therefore, I don’t think it’s the power source. I have the halos wired so that I can turn them on with a toggle switch inside the car. All of the wiring seems to be in order, so I think that from the headlight having condensation, something inside (other than wiring) of the headlight could be what is wrong?
