When?
Likely the same time of year all the other new models are released for sale, which is typically spring time (April/May 2010). However, Ford will be making their official statement in December at which point I am hoping they will announce a relative launch date for the 2011 too.
It is because of the anticipation of the newer model. With all these rumors going back and forth people want to see if they are true. If, and that is a big IF, all the rumors are wrong then I can tell you that the sales of the 2010 will increase somewhat. We just have to wait till December to find out.
Wouldn't Ford want to usher in the new car quickly to try and spur sales and finally sell more than the Camaro again (it has lost 4 straight months to the Camaro now -- first time in history).
In any case, the specs will be released in Dec. at the LA Auto Show, so they will want to get it in showrooms quickly after the cat is out of the bag on the new model.
Not sure I agree with this. I can't believe any measurable amount of the buying public knows about the new engines coming out. Sure, we do, because we are car nuts, but most don't (certainly no "normal" person I have spoken to).
I think the power and newness of the Camaro is driving sales. Another reason Ford needs to be close in power and price--and the quicker the better.

What do you mean? The '10 isn't selling well right now. 34.5% drop in sales YTD from last year. Not good for a new body style.

If the announcement in December includes the new engine, Ford will have to release the 2011 car earlier in the year (April-May) and 2010's will probably have to be discounted to get them sold.
