Do you have aftermarket HIDs installed?

Do the high beams work with the fog lights off (low beams)?

Do you have the dreaded water leak that causes these electrical gremlins?
Have you checked EVERY fuse that
pertains to the headlights/fogs?
Fogs dont work with the high beams OEM, by the way.
Get the owners manual out of the glove box (you do know where that is)
and check the fuses first.

Nope no water leaks..i'm aware the fogs don't work with the high beams..the fogs come on in the parking light pos..they go off when turning lights on..if i pull out on the switch..they stay off..and there are m\no high beams..the lights are all stock..thanks

I'm confused.

Pulling out on the switch turns on the fogs except in the "off" position. Turning the switch clockwise 1 click turns on the parking lights. 2nd position clockwise are the low beams and the parking lights. Our cars don't come stock with driving lights besides the headlights.

If they're not working that way, then check the fuses. But from your description it's sounding like the switch or an SJB issue.
