Default peak power, engine how warm??

I was wondering at what point our cars normally produce the best power, I know its not when the engine has had a full heat soak. but is it after the car has been sitting and cooled down all the way and just started?? or is it better after the engine has ran say 10 mins??

I believe its when the temperature meter is halfway, so roughly 10-15 minutes after a cold start.
