I prefer everyone just wear their seatbelt but in florida if the passenger is an adult they're responsible for their own actions, it's not a ticket for the driver.

Don't drive through Texas then, they can ticket the passenger and driver. They can ticket the driver for the passenger not wearing their seatbelt also.
