Default Bad BAP?

I've had my BAP about two years and it always would read 17 volts on my gauge when turned all the way up. Now it reads 9 volts all the way up. When I turn it all the way down it reads 24 volts! I think it might be fried. My fuel pressure used to stay at 40lbs, now it goes all over the place from 38 to 43 pounds. I hope it's not my fuel pump. My car is drivable, but could run better.
