Default breaking issue

my right brake pad is rubbing on my rotor and my left one is starting to rub i noticed i need new brake pads could that be the problem with the rubbing or is something else goin on

so when the brakes wear out completly they rub against the rotor

Yes. If you let them get into the metal backing plate of the pad and scarred the rotors, you may also have to put on new rotors.
