What body kit is this?

I don't think it's a kit, I think it's custom.

Haven't seen anything like that for sale kit wise, maybe it is custom.

Already talked to him. Said it was a custom job at a local place. Said it ran him $6500 for all his appearance mods.

$6500? what? That seems pretty ridiculous. I would much rather have a supercharger, hood, & chin spoiler and wheels for the same price but with huge performance gains and relatively similar appearance.

Wow, kind of steep - the Saleen kit is only $1600. This kit looks like a Roush without the built in fog lamps to me. I don't like how it/Roush sticks out (forward) from the main bumper. It does look good, and makes the car stand out - but then again I am biased [8D]
