Sounds like you need someone else sealing that thing.
Maybe a new cover. Have you checked it for any damage?
Also an important note... you need to make SURE that before putting a new gasket or seal
on it that the old seal is scraped off CLEAN. If there is leftover residue it can cause
the new seal not to fit properly and cause leakage.
