A tune takes the limits off and lets your engine operate at the top of its game
A CAI gets more air into the engine faster, and more air = more power
The X pipe duals will get exhaust gases out of the engine faster, reducing back pressure on the cylinders and letting the engine operate faster

I wouldn't worry about it. With the 30" of snow you'll have by tomorrow, you won't be driving for a week anyway.
Go to the Brenspeed and American Muscle websites and read thru their info on CAI & tune combos. A good custom tune is a big power gainer and goes hand-in-hand with a CAI for a few more RWHP. You'll see about 15-20 RWHP gain on your 4.0L with the combo plus better throttle response and shift points (auto). Very easy to install (unless you're doing it in a BLIZZARD).
BTW, I'm allowed to rub it in. I moved from Lake Zurich (NW burb) last year and left that white chit behind.

For the tuner, order one online
The CAI is really easy and pretty self explanatory to install yourself
The x pipe - any good mechanic should do
