The big gainers without going FI and without nitrous are CAI & custom tune and cams & LT's. Either combo is good for roughly 20-25 RWHP. You'll need a tune for the cams & LT's anyway.
Why not FI? The best you can do without going FI and without a lot of internal work is about 325-350 RWHP. FI easily puts you in the 425+ RWHP realm.

I went with mods that supported FI. First a tune, (doesn't support FI, but was only $50) then LTs, then suspension. My Bullitt came with a Ford Racing CAI so I didn't need one. Can't see how you can remain N/A'ed without one though. You got to have it.

I found a polished BBK CAI on craigslist for $100 and bought the tuner on sale for $350
I added 3.73s from 3.31s not a big difference and not actual HP. Parts are cheap and good labor is expensive, I paid $175 for install - From many post I have read stick with 3.73s if you plan to go supercharged and 4.10s for NA and Auto's
CMDP and UDP are really the only cheap things left to do, and of course exhaust. I added O/R x and boom tubes my car turned sluggish on higher RPM'S lol.
A tuner should be your first buy, most places now send updated tunes with any new part you buy.

CAI and tune and handheld tuner bought. ALWAYS first!
The hand held tuner will be something you need for almost every performance mod.
Then a set of 4.10 gears.
After that consider cams and a set of long tube headers.
Best order of mods (yes I mean in that order too), you can do without going supercharger or turbo.

The CAI is not where you will find the difference in power. All brands will give you equal power pretty much. I'd chose the CAI just on what you think looks the best. OH one thing though. Get a CAI that DOES require a tune.
If you get one that does not require a tune and do not get a tune you will be wasting your money. The one company I do NOT like for CAI is K&N. They boast things about their "no tune required" CAI that is B.S. in my opinion and most people on here will tell you the same thing.
DO NOT believe a no tune required CAI will give you the gains that a CAI will with a tune. It's just flat out false.
A no tune required CAI without a tune will net you about 5HP if you are lucky. A CAI and a tune will net you around 18-20RWHP or more. Usually in the upper numbers of that range.
Tunes by AM will net you gains in the upper area of those numbers if not a little more.
It is the TUNE you get with the CAI that will make the BIG difference.
AM makes great tunes. I'm guessing you don't know of any good dyno tuners where you are so I'd go with them.
AM makes tunes that many say work better than the dyno tunes they have gotten.
