2014 pricing
It would be very unusual for a dealer to give his best pricing for a car they have to go get from another dealer. There is a cost involved to go get it and to keep the holdback the dealer would have to trade a very similar car.

The cheapest one's I found were a little under 24k for a base GT, but they are a good 7 hour drive away. I was going to go to a local dealer to see if he could at least come close to that, but figured I should get my car fixed first and still worried I would lose a couple grand in trade in.
I just picked up my GT Premium today! Sterling Gray, Auto, 401A Charcoal/Cashmere, Comfort Pkg, Rear Video camera, and the 18" polished alum wheels for 32300, I couldn't get that last 400 bucks off that I wanted, but I went with it cause the alternative was a car twice as far that would have cost $350 to transport it on a flatbed. As it was, I had to drive 3 hours to even find one close to what I wanted, which this one was. The selection locally was very scarce. In the entire metro Atlanta area there was a single Mustang with the 401A pkg and it was Red, not even in my top 2 color choices.
I am probably going to take that plunge this year too, but I have a couple things to fix on my 07 before I get to that point. I bet they will be offering some good deals on the 14's when the new 15's are about to come out.
I got my car back in june, GT Premium, brembo package, Rear sensors, Rear Camera, and a couple other small goodies, the sticker retail was 37,400. i traded a 97 Volvo 850 T5 with 200k and got $700... hosed on the trade, but with a local credit union and not awesome credit, (2.8%APR) i ended up getting the car for about 36,000. its not base at all, but i wouldnt trade it for anything less than an Aston Martin Vantage (2012 or newer =].)
Car dealers are ALWAYS going to scrap for EVERY penny they can. most dont care if its family they're selling to. they WILL fiddle with numbers to make it look like youre in control, and once you sit down with the finiance guy/closer well, then they tend to try and soak you. I STRONGLY recommend NOT trading a car in, and STRONGLY recommend searching local banks for loans. if you can get a loan for 30k, and walk into a dealership and say "Ive got 27,000 in GREEN CASH", (keep 3k for aftermarket goodies derp) they will have very little ammo to fire at you. and you can always hold it under their nose and say, well, "if you wont sell me this car at MY price, this other Ford dealer with the Mustang i want WILL." Good luck and happy car hunting. it can be brutal.
