If your current converter is 'bad', go to your ford dealer, they are required by the state of California to warranty the emissions system for 10 years.
If you did exhaust upgrades and tossed them out, your best bet is to check ebay for people in other states that are selling the stock exhaust. Otherwise you may have to buy them from Ford.
You can check the ARB database to see if there are any approved, but usually none show up until after the magic 10-year period.

The ARB's catalytic converter database does not have anything for 2005+ mustangs listed yet. So if you don't find takeoff exhaust on ebay or deal with your ford dealer to make it right, you will have to deal with a BAR referee station.
