Default Water leak pouring on engine

Ive never noticed this before but I heard water trickling in the center of the car steaming up on the exhaust. I opened the hood to see under the wiper a rubber piece that just dumps it on the firewall directly onto the o2 sensor? Was there a hose here that is missing?? Im sure that isnt suppose to be that way..

the o2 sensors are designed to be under the car and are therefore not effected by water, the "great engineering" will cause you no issues, the o2 sensors further back in the exhaust get sprayed with water if u drive in the rain. not seeing what the problem is here.
