Yeah, it shouldn't be kicking on/off if the AC or defrost setting is not turned on in the HVAC controls. Possible the controls aren't working correctly. To test this you would need to disconnect the HVAC control module connector behind the dash. Not difficult but you have to remove the top half of the center console to then remove the passenger side center stack cover (like if you were going to replace the car stereo). The connector is at the floor and has a rotating lock that disengage from the module after you 'unlock' it.

If you disconnect then drive around you can see if the cycling goes away, if it does, replace the module. If not, IDK.
