Default Emission not ready

Hi guy I have a 2011 mustang GT with new BBK long tube headers , new BBK catted x pipes and new O2 sensors I've drove multiple drive cycles and I keep getting not ready for O2 heated, O2 sensor and catalytic converter for emission. There is no CEL, no codes, no stored codes, no starting issues, no issues with the engine ,I took it to the dealer and they said it's nothing they can do without a CEL. I researched for weeks and it's always drive more it shouldn't be this damn difficult for a car to complete a drive cycle, but I'm thinking the ECM might be bad my research shows it's the ECM that collects the information for emissions. ANY SUGGESTIONS, Thanks

It's likely the tuner disabled the rear O2 sensors.

Long tubes require a modification to the PCM or you get codes. Whether or not you asked for a tune, the modification to the PCM was still required. Also, you need to double check you still have front and rear O2 sensors (4 in total) . In most cases with long tubes, the rear O2 sensors are disabled because they don't exist, thus the Emissions Not Ready issue.

No sensors, no signal, no signal no complete drive cycle for O2 and Cats. Without the rear sensor signals, the emissions system is unable to check if the Cats are working correctly.
